By population and having gone through it, Barstow Texas (370). Though it is possible that I've been to lower and just didn't realize it because it was too small (I have been to a fair number of miscellaneous west Texas towns). By situation and not having been there, Whitson Kentucky (population of 18). It is a city in, obviously, Kentucky that is almost entirely surrounded by Missouri and the only way into it is through Tennessee (there is no connection to the rest of Kentucky, it is effectively an island in the middle of two other states). By population and not having been there, Santa Anna Texas (3)
