It sounds a bit like a someone some rungs below the president of a company (Rosen) doing things the company wouldn't do without clearing it with supervisors.. He was simply an environmental lawyer in the Department of Justice Environment and Natural Resources Division. Trump wanted to make him the US Attorney General and lead the entire DoJ when he had never even been involved with criminal trial proceedings. Just because Jeffrey Clark said he could use the DoJ to accomplish what Trump wanted to do.
