Under federal and state law, kidnapping is commonly defined as the taking of a person from one place to another against their will, or the confinement of a person to a controlled space.
They don't control the road so the space isn't controlled. Controlled space would be like, you can't leave the office because they're blocking the door out regardless of how large it is. The other drivers behind the ones in the front in that case would be considered blocking the way backwards which is why it's not a controlled space on the part of the protesters.
