Because that might cause them to stay and continue to do the job, rather than leaving. (But probably not because money only goes so far to mitigate horrible working conditions.)

I'm not sure what you want me to say; you asked "why people expect Amazon warehouse jobs to be high paying" -- the answer is because the job sucks. Your point that experience is how pay is actually determined (it isn't, but that's irrelevant) is a non-sequitur when talking about people's expectations.
