In developer interviews they mentioned that making the first breath of the wild work required pushing the console to its absolute limit and they had to cut a whole bunch of stuff along the way to make it happen. Given that the sequel is basically all of that, plus the sky biome (plus whatever else they want to add) my guess is they're having serious runtime performance issues and are trying to figure out any way possible to further optimize the engine.
