I wouldn't say it's necessarily charisma, since being charismatic means more than people liking how you speak, but it does show he's atleast somewhat of an actual good speaker, since part of public speaking is tailoring your message to your audience. I'd argue not all good speakers are charismatic, but all charismatic people are good speakers. You can objectively be a good speaker, but if you fail to actually sway or make any meaningful connection with your audience, you're not charismatic.
