Looking through here, it seems the only non-racist nig- nouns he could be calling him (that aren't nigh- words, for obvious reasons) are nigella (a genus for fourteen plant species) or nigg-ard. A nigg-ard is a stingy person, and considering the republicans claim to be all about lowering spending, it seems unlikely. Not to mention calling a black person a nigg-ard is a bad idea, in general.

Fact: Some years ago, a guy in some high profile position got in a lot of trouble for using the adjective nigg-ardly around a black woman. The fact that the etymology behind the word is Norwegian was beside the point; he wound up losing his job as a result.
