My brother used to get res loose tobacco and make his own. He'd get a box of the empty tubes with filters and he had a machine where he just dumped the tobacco into a hopper and fill up the cartridge with the empty tubes and it'd spit out the cigarettes.

I don't think he ever did the math but even after the cost of the machine, tubes, and tobacco it was waaaay less than an average pack at the store.

Back in the early 90s me and my friends would loot ashtrays at various places and the hospital and roll it in Bugler papers.

Had a hella of a combination of shit.
