A) Irrelevant and subjective. Luxury isn't necessary for survival.

B) $16 an hour is $2560 a month. If you can't pay for rent, utilities, food and necessities (read: not alcohol, not drugs, not fast food, not new phones, not new TVs, not new video game consoles, not frivolous expenses) then you are the one with the problem, not your paycheck. Even if we figure rent at $1500 (it's not even close to this much anywhere outside of cities) and utilities at $300, that still leaves you with $760 for everything else, which is more than enough to live on with extra.
