Ice is water, and ice can be wet - therefor water can be wet
But liquids that aren't water can make ice wet. Also, H2O isn't the only "wet", any normal matter can generally be a liquid that can make something else wet.

So the scientific community agrees that water isn't wet, great. So the water is wet when it's halfway melted?

Think they only define it for its utility, and there's no utility to defining a liquid as wet, since it's always used to describe the surface of a solid.
