It depends on what you consider "unrelated" covid deaths. For example, if I know of someone who had a heart attack and died because there wasn't an ambulance and/or emergency personnel available, I'd consider it a 'related' covid death in that the death could've been avoided if treatment had occurred in a timely manner. I've heard stories of people who went to the hospital for other medical conditions but died in the hospital's waiting room because there weren't any available beds due to the influx of covid patients, another that I'd consider a 'related' covid death.
