Insults are generally not protected free speech. Because they don't express an opinion about some issue of public importance. They just attack the person being insulted. I mean they could have some tangential relationship to a debate on some issue, but the lower that relationship is the less likely it triggers free speech concerns. It's different if the person being insulted is a public figure.
