I would disagree. My ex fiance was raped TWICE, once in the navy and once in highschool and she constantly groped her best friend, her friend she had a secret crush on since they were kids and she never say an issue with it because they are just doing "Girl stuff" I always had huge problems with that because if she was a dude doing that to a woman that would have ended in a jail sentence.

As a tall guy(ever since I was in 7th grade) with super curly hair that was always decently long till I was in my early twenties I can not begin to tell you how many women approached me and ran their hands through my hair. But without joking and in all seriousness its easily in the 1XXX range. I know groping my hair isn't the same as full on rape, but that is a pretty big invasion of my personal space, so much so that I bet if I did that to one of the girls at my school I would at the very least be suspended.

Let's also remember that men are far less likely to report such things for a multitude of reasons. So even if there were identical rates you'd see far less men reporting simply because their associates would mock them.
