In 1975, the only bridge leading into the town of Vulcan, West Virginia collapsed. The state and federal governments refused the mayor's requests to build another bridge for two years until, in 1977, he finally went for broke and wrote a letter to Leonid Brezhnev asking the Soviet Union to build a bridge for the town. A Soviet journalist visited the town to investigate the bridge, and within hours of this visit, the West Virginia legislature had voted to provide $1.3 million to build a new bridge.
