On turn 2, after you move Duo Peony, your opponent ends their turn. So they still have 2 actions left. You can see their two greyed out diamonds in the top left. After you move Hector, you have 1 action (diamond) left. Since your opponent had 2 actions left and you had 1, they go first. So in this case, you were not tied.

If you didn't move Hector and hit End Turn instead, both players would have 2 actions left. The tiebreaker here is the player that went first on turn 2 will go first on turn 3. Your opponent went first on turn 2, so even if you didn't move Hector, they would still go first on turn 3.
