Since Cutiefly flies it can actually go up onto it, which raises it higher than its normal flying height. Then as it starts flying back to its original area, you intercept its path (that's how you get so close) and play melody to make it dance. Of course you have to do this all in the typical "Camp spot" to get the 2 Neo-Ones in the background.
