Even if they capture Kyiv and attempt to install a new government (which is looking less likely by the day) the army/people seems intent to fight back to the point where once Russia leaves Ukraine the new government will topple. Russia's best bet is to negotiate some kind of "don't join NATO" and no NATO troops in Ukraine clauses.
