After the Berlin Wall fell and all hell broke loose in Europe, the USSR started to struggle with its public image. All the SSRs were declaring independence, making it so the Russian army had no reason to be in Afghanistan. This made that war look even more egregious to everyone. With a huge loss of control and its allies all having revolutions, the Soviets had to do something that had never been done before: They faked a revolution to save face.

The Cold War thus never ended because of the plan - probably Putin's - to transfer power peacefully. Yeltsin was the initial face of the "new CIS" or w/e but Putin spent the time knowing he'd become Premier someday and get to do whatever he wanted, just like the others before him.
