They'll remove the requirement for licenses and then just turn school into a propaganda think-tank. No more learning basic skills but rather being force-fed government approved lessons that'll make them be perfect pawns to serve the rich. Oh but only for public schools. Private ones will get tons of funding given to them to get great teachers because the rich actually want their kids to have an education.

Actually, this is pretty much just a slight modification to what Iowa Republicans wanted anyways with Michelle Bachmann and her defund public schools but have taxes fund private schools thing that she tried to take national.

So basically, a bunch of patient evil people playing the long game and even if this stuff doesn't go through now, give it a few years for it to seem less insane in comparison with whatever they're throwing around then and bam, this shit will be passed across the board without much challenge.

i'm not entirely sure how federal funding works for school districts, but i'm reasonably sure that doing this would have their funding completely stripped. i mean sure, their end goal might account for that, but they'll bleed young families if they let their school system collapse since its not hard to move to another state.
