It's very obviously to combat notorious disinformation / hatespeech spreaders just making a new account and continuing the same conduct. If their account is new, they can't get all that much reach. Presumably, a manual review system exists for cases where a channel just legitimately grows really quickly.

I feel like that's giving youtube way too much credit. They're awful at handling things and unless you've got millions of subs or someone takes up your cause you basically have no recourse to what they decide to do. If you dispute a copyright claim on youtube its kicked back to the people who filed the claim to review and decide if it should be withdrawn. Thats... next level incompetence or just plain not giving a fuck.
