I think it has that reputation because it is so many people's first exposure to dungeon tanking and healing. It also is punishing if you aren't walking in with the best 70 poetics gear you can buy. But Sirensong Sea and I assume the 81 dungeon (haven't run it enough) are also like this. Sirensong Sea actually has a few specifically obnoxious pulls on top of that. In other words it really is only punishing unpreparedness, there's not any tricky pulls or weird gearing issues like the x5 middle dungeons have.
