By political capital I mean Biden and Dems are hemorrhaging approval and don't have anything to show for it. The biggest reason is that covid is still going on, but public infighting and appearing to deprioritize many of the issues most salient to the American people doesn't help.

One thing they need to be doing more on, for example, is trying to fight inflation. I don't think Congress can necessarily do much on that, but Biden could do stuff like lift tariffs and focus more on trying to fix supply chain issues. As far as Congress goes I still think they can ultimately pass some form of BBB, but like it or not when you only have 50 votes you need every one of them. Trying to get cute with budget tricks and then acting shocked when Manchin doesn't go for it just makes them look like idiots. It does look like they may have finally realized this and are now moving towards the "put together the maximal package Manchin will go for and pass it" strategy.

On election stuff I think they actually probably can get an Electoral Count Act fix on a bipartisan basis. Yes, settling for that is not ideal, but it would protect against a very dire threat and if that's all they can get they should take it.
