They're not very effective in suppressing votes either. Like, I agree that it's bad, and it would be good to pass a law to fix it, but the severity of the problem is very relevant for determining what should be prioritized and how much political capital it's worth spending to get it done. In this case they knew (or at least should have known) that they weren't going to get all 50 votes to change the filibuster, so all this accomplished was to make the Dems look impotent (just like all of the public BBB infighting).
