i'm still not entirely sure when to use the converter because i tried doing normal and savage around the same time and one of them was usually "dodge 2 dives then converter" and the other was "converter asap"

The timing has changed over the years, for sure. It used to be that you'd hold dps on Levi after killing the bubbles, dodge two dashes over the craft you're on, and THEN press the button so the barrier would come up with enough time for the utimate. Now the barrier lasts a couple seconds longer and needs to be brought up around the time the first and only dodge happens; and there's no waiting on Levi after the bubbles.
