I find that people only really say things like this when they don't want kids to begin with, and feel like they need some kind of intellectual justification for that (which they don't, simply not wanting to have kids is totally fine.) If you are someone who genuinely does want to raise children, then you shouldn't let external circumstances stop you. If the world really is in a bad state, then it will need good people to fix it, so having kids and doing your best to give them a good upbringing can be part of the solution.
