I mean growing up in school a 7/10 was a C which by definition means "average" so it's kind of ingrained in my head.
Also, you have to realize that games are supposed to be GOOD. A game that's aiming for a 10 but misses quite a bit and only hits a 7 is average.

5 = average, 6 = above average, 7 = good, 8 = great, 9 = elite, 10 = perfect

I do think expectations play into it though a game that's expected to be a 10 and ends up a 7 isn't going to be the same as a game that went in with the expectations of being a 7.
