Eh, I really don't like that the government can take taxes, buy something with the money, and then give it back to the people with extra restrictions. It's just too abusable.
People SHOULD be able to throw their publicly-funded computers out the window. Of course this is a waste of money, and the solution isn't to add restrictions, but to not take taxes to buy computers for people.
But who decided to buy the computers? There may have been some kind of state level grant, but in all likelihood it was a local decision to spend money that way, restrictions and all. In fact I could see some parents, you know the types, who would INSIST on those kinds of restrictions to help further control their children's lives.
