I like Yo Yo from Marvel. She does super speed but immediately warps back to where she started so she has to think about what she can actually do in her allotted yo'ing time and can't just cheese it out of there.

Yeah, Yo-Yo is the best speedster I've seen in terms of her power being balanced. More specifically, she can go super speed for the span of a single heartbeat, then she snaps back to where she started. So she can pretty effortlessly disarm a room full of goons, but heavier threats are going to figure out how she works and would be able to deal with it.

She also can't do some of the sillier shit speedsters usually do like vibrate through walls and shit.
