I will freely admit EW DRK is basically the same job as it is in ShB, but you cannot tell me with a straight face that StB and EW are identical. Their rotation, resource management, and overall flow are significantly different.

And you press Edge of Darkness way, way, way less often than you used to press Dark Arts, so much so that I would say if you're "spamming" Edge you're playing the job wrong. At its core DRK is a resource management job, focused around saving MP and gauge for raid buff windows, dumping everything, and then storing up again for the next raid buff window. Realistically you're pressing Edge 4 times per minute (3 and 5 in alternating minutes if you're min/maxing in a raid environment). If you pressed Dark Arts at that rate you'd overcap MP like crazy.

You're not wrong but I don't know what to tell you other than the overall design philosophy has been the same since Stormblood. At its core DRK has been managing meter, managing MP with a flexible oGCD (regardless of how many times per minute you hit the button), and TBN.

I'm really not trying to discredit you but to explain why the general perception is the way it is. You obviously know what you're talking about. My experience with DRK is playing casually in dungeons and trials - compared to how it was when it was introduced, the job feels basically the same to me now as it did in 4.0. This casual perception is obviously going to dominate conversation. My friend who has mained the job since Heavensward and raided on it is giving it up because the progressive streamlining of it and the tank role have removed the things he liked about it in 3.x. Shadowbringers did not really address any of the issues he had with the job. I think the major issue he had wasnt the cpm being too high, but that most of them were Dark Arts, so it was busy but boring. Now it's just boring to him, so he is considering going GNB to get some of the complexity back.
