IGN says "Weve sorted these 64 games into four randomly selected groups, and weve then ranked those games in the groups by what we believe are the best of the best.". So seeding is only supposed to be consistent within a single division. Although, there are some odd choices even then. --- My bracket looked like random picks compared to his.
