There are only three villains where Kryptonite regularly comes into play: Lex Luthor, Metallo, and Kryptonite Man. With Luthor it is mostly there for self-defense, so even he is rarely just adding Kryptonite to things. It is admittedly Metallo and Kryptonite Man's thing, though even then it is largely in the form of Kryptonite laser that hurt Superman but don't really depower him. Trust me, If you watch enough DC media involving Superman/supergirl you're start to see it, ALOT.
