Travis Strikes Again plays in a very clunky way much like the first NMH. There likely hasn't been much iteration in how the game controls. I'm pretty sure Suda has been developing with the Unreal engine but I doubt NMH3 has done much iteration in the terms of controls. NMH is kind of a fan letter to gaming itself. It's self-aware and esoteric. It's pretty much exclusively for nerds.
