It's a delicate system of checks and balances. The landlord can ban pitbulls. The pitbull can attack the landlord. The cop can shoot the pitbull but can be evicted by the landlord. The landlord can't evict without the cop. The pitbull pretty clearly comes in last place here.

The landlord relies on the cops to evict people so that's a pretty big weakness since the cop can summon other cops to stop the eviction with their "thin blue line" special. They're reliant on their opponent for their strongest weapon. So the cop wins imo.
