UGH, I really really really HOPE the mom wasn't intoxicated, ugh.
Also an electric bike isn't a scooter, it's just a bike that goes at the speed of a normal bike but you don't pedal I believe.
So blaming someone for riding on one while intoxicated is a bit much. He wasn't gonna hurt anyone probably (normally) except maybe himself. In this case that wasn't true, but it's not like it raises to the level of someone driving drunk and even in that case wishing death apon them is a bit extreme (sometimes understandable but extreme).
