I didn't even realize it but the final case's culprit could've easily just pinned the blame on the Skulkins and say he took their gun away. Instead he did it the hard way and negotiated info with Gregson in order to pin it on Gina instead. It's an incredibly subtle way to show that he still cares for the Skulkin brothers. Also as people have said, the first game seems almost entirely just to set up the characters and plot points for the second game since the entirety of the first game is beginner-mid case levels. The actual cases and plots are very simple and easy but it's made up by its strong characterization.
