Is it harder to tow it parked that way and again the building?
No, and towing is based on the drivetrain of the vehicle itself. You tow a vehicle by lifting the drivewheels, so fwd you tow by the front. If it's awd then they use those dollies, those tiny little wheels/rollerskates you might have seen, on the trailing wheels.

Either way a tow truck has no problem dragging a car in park and some will even fork lift style it from the side and pivot it around if possible. Ofcourse once it's removed from the space it can be towed correctly.

My guess is they got tired of people clogging up the throughway or causing confusion. That or some past residents did some real shit job of parking. I mean, I can fully understand why landlords/apartments hate pets from personal experience... so all it takes is 1 clown.
It's probably due to license plate visibility if there's no front plates.
