Idk, New Yorkers wanted them to rebuild the towers as well, but instead they built the "One World Trade Center" single tower.

Although, it is very clever, if you know about the symbolism of the twin pillars, which is essentially what the towers are. The twin pillars are the illusion of choice, where you think you have two options but really they lead to "one" answer in the middle. Matrix uses this with the twin pills (pills-pillars) symbolism, as that also represents that illusion, and the movie reveals the one answer.

So building one tower where they stood makes sense in that way, and it seems that was the intention with the design of the new tower.

All that to say, I suspect it would have been a new version, not exactly the same, or a new structure/design entirely.
