And it's been an socio-economical train wreck. Having a baby...just to have a baby...encourages people to treat childbirth and raising children as an accessory/status event rather than a serious life goal that will have impact on the future. Offering them support $$$ when they get pregnant only makes that worse. Too much casual support disincentivizes them away from learning to be more responsible with life choices and pregnancy.
