The reason its higher is it is a much more skill intensive card. Unlike roost of drakes which is extremely pushed where absolute worst case scenario is a 2UU 2/2 flier, high alert could technically make your deck worse if you didnt skillfully draft around it. If you had enough of the 1U 1/4 fliers though you would just dominate.
