I voted Hadoken because Ive seen it used more in pop culture outside of its source. If were talking about whats more well-known, probably the Kamehameha because Dragonball is still very popular even beyond anime nerds while Street Fighter is basically only followed by fighting game fans these days.

However, DB has like 4/5 iconic things about it (SSJ transformations arguably being more iconic than the Kamehameha), which dilutes it somewhat in my mind, whereas one of the only things your average person finds memorable about Street Fighter is the Hadouken and maybe Shoryuken.
