Sauron helped the elves create the original three rings and used that knowledge to enslave the other rings like the scallywag he is. I believe Sauron actually created the other sixteen rings himself afterwards and so they were deliberately connected to the One Ring from the get go. I could be mistaken on that though. --- ...
