The primary power of the One Ring is being able to control the other rings and the people who own them. I don't actually know if they "stack" in any meaningful way. It's never brought up, so I would assume they don't? Or even if they do, the limiting factor would still be the wielder (so there's nobody powerful enough to dual wield rings). --- ...
