He's got a certain low cunning that allows him to make a lot of money for very little effort, much of it out of the wallets of people who do not seem as if they should be making their own financial decisions. But if he was actually smart, he would use that money instead of wasting it the instant it comes in. The whole "tips help me because I get that money right away" philosophy illustrates his total lack of foresight. A smart man would realize that begging for a living cannot be sustained indefinitely, especially with a shrinking fan base and an aging mind that is increasingly out of touch with the world around him. I don't know that I buy into that concept of "Pigroach Luck," but I do think what success he's had has much more to do with luck than brains.
