It's an obscure series called Toto: The Wonderful Adventure; a shounen/action series loosely based on The Wizard of Oz, with a strong fantasy vibes. It came out in English around 2008 or so but seemed to quickly disappear from stores. I've never been able to find scans of it except once, and that was in some random language neither English nor Japanese. I could buy it online, but the last couple volumes go for nearly a hundred dollars anywhere I look.
