Which date should it go by or can we use either anime or manga debut date?as a general rule of thumb it's mostly been anime, but really either could be used sort of like with comics, characters like Atrocitus are eligible this year for their initial comic appearance, but characters like Joker are eligible for that specific film/series/etc appearance. With comics it's a little different though, as manga 1. often only get one main adaptation unless you count obscure live-action movies 2. often have anime come out a lot closer to the manga's release date than like a 1960 getting a 2000s adaptation 3. have anime adaptations a lot closer to the source material than most comic adaptations so with those I'm leaving it kinda up to the nominators or on a case by case basis.
