I don't think Supergirl intentionally did it. Say what you will about CW, they wouldn't be afraid to make Supergirl gay if they wanted to. I think it's just that those two actresses have natural chemistry whereas all of the guys they try to put with Supergirl just don't. Which is funny since she ended up marrying one of those guys IRL.

The best example of queerbaiting IMO is Sherlock. There's near-constant joking about Sherlock and John being gay for each other. There's even a scene where its version of Irene Adler talks about her and John's attraction to Sherlock. He refutes it by saying he's not gay. She replies, "Well, I am, but here we are."

Supernatural also kind of did it with Castiel and Dean. I personally don't count it though. IMO, the romantic attraction was purely onesided on Castiel's side. Dean was straight. If Castiel had picked Linda Novak instead of Jimmy as a vessel, they'd have definitely started fucking in like season 7 though.

In fairness to Xena, I think they definitely wanted Xena and Gabrielle to be gay, but it was the 90s.
