Because there are circumstances when those alternatives would be more harmful than the safer options (e.g. food allergies, weak immune system); there is no such excuse for keeping manual cars in a world where self-driving cars are safer and more efficient. A car considered state-of-the-art 50 years ago would be unable to pass a safety inspection today without retrofitting because it does not contain several safety features that are now mandatory, such as seat belts.
