So for the TT mount I'm only missing 14 cards:
# 106 - Imperial Card Pack(I think there's also a guy in Azys Lla that drops this?)
# 136 - Hullbreaker Isle (Hard)
# 206 - Kikimo in Kugane (I challenged her many many times. She never gave it up)
# 214 - Gold-haloed Sacks
# 216 - Eureka Pagos
# 232 - Gyoie in Yanxia (same thing with this guy)
# 237 - Eureka Hydatos
# 238 - Kugane Ohashi (I'm actually surprised I don't have this.)
# 266 - Dream Card Pack
# 279 - Memoria Extreme (never cleared this lol)
# 296 - Win an Open Tournament
# 310 - ???
# 311 - ???
# 312 - ???

Three require that you beat Dalriada. Afterward can buy one for Clusters, and play a new NPC for the other two.

The ones I have remaining are:
#185 - Imperial Deserter in the Lochs
#189 - That one cheater in Doman Enclave
#194 - Imperial Deserter
#221 - Suzaku drop (no idea how I haven't gotten this yet, other than horrendous rng)
#227 - A NPC in Kugane
#238 - The Yojimbo trial
#279 - MM Extreme
#292 - Emerald drop
#296 - Open Tournament achievement reward
#302 - I need to beat Gogo and then spend the 300 easy seals
#304 - Paglth'an drop
#306 - I need to clear the Extreme weapons and spend their totems

(Also the Firion card, but it doesn't count)

So yeah, most of these are due to rng getting in the way. A few are from not doing the thing yet.
