I dunno what she does but she has a crazy animation for just coming into play so... she's probably pretty good The character choosing, if you look at perks? whatever on the top right corner of the main menu buttons, there should be a login bonus that ends with you getting the character you chose. But yeah Hersey is a decent choice. She appears in the 2nd arc I believe. She also gives bonus to the 2nd leader class.
