I feel they as an agency would not be saying this unless there were very good reasons to do so. They lean towards overly cautious because it is less likely to make them look bad later. I recall them being mocked before for continuing to insist on masks even for the fully vaccinated despite the risks of not wearing a mask post vaccination being rather low and that making it seem like getting the vaccine wont change anything would lower vaccination rates.
